From the artist:

The Plains Cottonwood, or Welcome Tree, is a promise. During the Oregon Trail days, these trees helped travelers navigate the high plains region, both as memorable landmarks and signs of water, as these trees require a permanent source.

On February 1, 1947, the Wyoming Legislature officially designated the Plains Cottonwood as the Wyoming State Tree.
